2009年秋以后一直到2010的入夏，云南中部、东部几乎一直都没有下雨，很多小型小利都干涸了，库底的地上裂开一道道惊人的口子。马上就要进入雨季了，天上的乌云从远处飘来，不久就这里就下了一场近一个小时的暴雨，或许这片土地缺水太久了，暴雨打在地上马上就被干燥的土壤吸收，雨后的半小时，地面又干燥了……非常悲剧地，这个小水库的名字就叫“干坝塘”，不过据当地农民说这里的水位从来没有那么低，而附近还有一些更小的水塘，其实都干透了。
