士林世居的住民大多來自於福建漳州府的漳州人，來此地的漳州人感念開漳聖王恩澤，於清乾隆16年籌劃立廟於芝山岩。(一說此地的開漳聖王廟，相傳乾隆年間，有漳州人黃澄清將聖王香袋掛於樹上，後人屢求皆靈驗，乃由地主黃氏建此廟。)　

現在的惠濟宮主體已歷多次的修建，為民國54～59年所建，改採鋼筋混凝土為主要建材，增建龍鐘閣與鳳鼓樓。前殿主祀開漳聖王，後殿樓下祀觀音菩薩，樓上祀文昌帝君。多次修建所遺留的石材則留於懷古園內。

民國88年加以整建「芝山懷古亭」，並在東邊重設「敬字亭」，西邊置觀音大士及四大天王的大尊雕像。
