Passau ist eine kreisfreie Universitätsstadt im Regierungsbezirk Niederbayern in Ostbayern. Sie liegt an der Grenze zu Österreich sowie am Zusammenfluss der Flüsse Donau, Inn und Ilz und wird deshalb auch „Dreiflüssestadt“ genannt. Mit fast 51.000 Einwohnern ist Passau die zweitgrößte Stadt des Regierungsbezirks.
