The Cotter Dam enlargement construction work is currently ongoing (November, 2012). When completed, the new dam will have increased its capacity by almost 20 times, to 78 gigalitres. Source: ACTEW.
If you wanted to get a closer view of the dam wall than from the viewing platform, I think this bridge is at least for the moment probably the closest you can come to as a casual visitor.
