明嘉靖四十年（1561年）南太仆寺少卿毛鹏建“皆春亭”。明万历三十一年（1603年）滁州知州卢洪夏在皆春亭四周凿石引水，仿东晋书圣王羲之“兰亭集序”中的场景建“曲水流觞”，是游人嬉水饮酒的场所，后人仿照苏州园林建筑风格重建“皆春亭”，并取自欧阳修“醉翁之意不在酒，在乎山水之间也”的名句意，改名“意在亭”。
