The former Kaohsiung County Council located in Fongshan District, is a Baroque cylindrical building that was completed in October 1993. After the emergence of Greater Kaohsiung, the Kaohsiung City Council returned to its former site.

The renovation of the building was based on the concept of fulfilling humanistic needs. The building’s circular ceiling had the names of the 38 administrative districts after the merger of Kaohsiung. The design integrated Chinese characters into the overall architecture. After refurbishment, the original Baroque architecture turned out more dazzling and has become a new landmark in Fongshan.
