I believe that "Matsushiro Underground Imperial Headquarters" is a war site that shows what happens when a country's leaders fall into the wrong mindset of "there are things that should be prioritized over the lives of citizens".
This massive trench was built for the purpose of relocating the government center and the Imperial Palace from Tokyo during the final phase of the war.
In fact, Japan surrendered before this trench could function.
However, if these trenches had actually been used during the war, they would have seen more civilian casualties and a more extensive scorched-earth situation.
What was the purpose for the country's leaders (military) to build these trenches and continue the war? It was none other than "to preserve the position of the Emperor of Japan". However, the continuation of the war was prevented by the Emperor's decision to "accept unconditional surrender".
