Note the empty lighting masts - it seems that the typical Soviet bridge design included the artifical lighting, that was never fitted... We've spotted such forgotten bridges several times, none were electrified.

Just in case you mistakenly heard that it was all ice and snow in Russia, take a peek at the Big Bikini Exposition.
