Victory at Sea War Memorial was built in the year 1996 to commemorate the Victory of Indian Navy's Eastern Naval Command(ENC) headquartered at Visakhapatnam in 1971 against Pakistan Navy. ENC successfully sank Pakistani Submarine, Ghazi in 1971, which ventured into the territorial waters in an attempt to attack the Naval base in Vizag during the Indo-Pak war.

Visakhapatnam, also known as Vizag, is the second largest city in Andhra Pradesh, after the state capital Hyderabad. It is the industrial capital of the state with major industries such as Steel Plant, HPCL, Hindustan Shipyard, NTPC, etc. It is blessed with a natural harbour and houses the Headquarters of Eastern Naval Command of the Indian Navy.
