This place appears to be the regional office of "various Communist activities that the Locals try to pay as little attention to as possible". The friendly staffer is writing a letter to his parents in another town. You can see the message board behind him proclaiming various things deemed important to this town, La Maya. This is the part of Cuba that Cuban people say "the revolution never arrived". A few cursory glances can confirm this pretty quickly. This particular room, I'd venture to say, hasn't changed much in the last hundred years.
