Top Hat Ceremony

When the St. Lawrence Seaway opens in the spring, the captain of the first ship downbound in the Welland Canal receives a plaque and a top hat. It's a long standing maritime tradition in this area.

This year, the Mayor Vance Badaway handed the award to the captain of an Americain coast Guard vessel on March 22. A cold and snowey day.
