Subject means "The Police Station in Front of Kameari Park in Katsushika Ward". They are the most famous policemen in Japan, Kankichi Ryotsu and Keiichi Nakagawa.

On the main gate of Waseda campus. A building in the front is Ohkuma Kodo (the memorial hall of Ohkuma) and in the behind, you can see the statue of Shigenobu Ohkuma who is a founder of this university.
