十七世紀初期，看上台灣優越地理位置的西班牙人，進入淡水後，在淡水河口邊的山丘上，興建聖多明哥城。爾後，擊退西班牙人的荷蘭人，接著在聖多明哥城的城址附近重建一座更為堅固的城砦—聖安東尼堡。

來到台灣的外國人因長期航行與本身髮色稍淡且偏紅，所以平埔族人大多稱外國人為紅毛番，紅毛番住的地方為紅毛城。

荷蘭時期的紅毛城綻放著耀眼的光芒，時至明鄭時期，淡水是處犯人流放的地方，紅毛城也連帶成了一座廢城。
