為促進地方經濟繁榮，加速產業升級，創造地方就業機會，前高雄縣政府與台開公司根據經建會「振興經濟方案」促進民間投資行動計畫，選定台糖釋出的岡山本洲農場開發為工業區為開發示範點。園區之規劃設計，是採循環型永續生態城鄉建設為藍本，引進先進技術產業與研究發展機構，促進物質再生利用以強化生產機能，並將產業發展融入自然生態之循環體系，創造出兼顧生產、生活、生態三生一體的優質生活環境。
