隨著2001年鼓山國小新校舍落成搬遷後，舊校區頓成閒置空間。2006年9月由旗山鎮形象商圈促進會接手管理，結合在地社團、文史工作者共同為旗山的發展攜手努力，推動旗山慢活的風氣。

作為旗山地區極具歷史及藝術價值的歷史建築物，不僅是地方民眾的集體記憶，也是假日休閒的好去處。文化園區提供單車出租，讓忙碌的都市人可在古蹟中享受藝術饗宴。
