衛武營原為國防軍區，1979年政府宣佈廢止其軍事用途，2003年變更為公園用地。衛武營藝術文化中心以「南部兩廳院」為定位，由荷蘭籍建築師Francine Houb以融合地景地貌的建築理念，和「有機」與「開放性」概念，設計流暢建築線條。並藉由開放空間、綠帶以及基地本身的整合，使藝術中心與都會公園融合成為一體，成為南台灣藝術文化標的。
